HB 315 was introduced on April 2, 2019 and could create the Alabama Sports Wagering Commission and provide it with rule-making authority. The Commission would issue around seven licenses to run sports wagering. The license would cost $100,000 and be great for five years, with renewal an alternative at the end of five years. The state will collect a 10% tax on adjusted gross sports wagering receipts. It would allow for gambling at brick-and-mortar centers and through”mobile application or other digital platforms”

AAlaska
The state prohibits gaming, and no legislation was introduced specific to sports gambling legalization.
DArizona
In February 2019, State Senator Sonny Borrelli enacted language in SB 1163 that would legalize sports betting in Arizona by giving exclusivity to the state’s Indian tribes. It includes a prohibition of sports betting in Maricopa (Phoenix) and Pinal counties.

CArkansas
The state legalized sports betting via voter referendum on November 6, 2018. Issue 4 handed 54.1-45.9, and demands the state issue casino gambling licenses for one casino at all four counties. The text of Issue 4 defines”casino gaming” to add”wagers on sporting events” There will be a 13% tax on the first $150,000,000 of net casino gaming receipts, and a 20 percent tax on net casino gambling receipts exceeding $150,000,001. UPDATE: The Arkansas Racing Commission gave permission for sports betting to Begin in Oaklawn Running Casino Resort on July 1, 2019.

ECalifornia
2 state legislators introduced ACA 16, a 2020 ballot initiative that would amend the Constitution to allow for the law of sports betting. It would require 2/3 support in the legislature. Previous public and private initiatives have failed to garner sufficient support to go to the ballot.

FColorado
On April 18, 2019, rep Alec Garnett introduced legislation which would put a proposal on the November ballot for voter approval on a 10% flat tax on net sports betting proceeds. The Senate approved the legislation, sending it into the sheriff’s desk for approval to go on the ballot.

GConnecticut
HB 7331 was released Jan 2019 and would provide for sports gambling via mobile and via tribal casinos. It might require the state develop a partnership between sports leagues and the Connecticut Department of Economic Development, and there’s discussion of a 0.25% fee paid into the leagues.There could be problems in discussions with the Mashantucket Pequot and Mohegan tribal since Connecticut agreed to a deal with the 2 tribes 25 years back that provided them exclusive rights to casino gambling in the country in exchange for 25 percent of gross slots earnings. The question now is whether or not sports betting is”casino gambling.”
